Financial stability, safety, housing, complete communities and greater access to resources are all things that will enhance lives in Southeastern San Diego. With these priorities top of mind, I seek to not only complete but enhance the work started by those who have gone before me.
While the foundation has been laid, there is still much work to do to ensure that Council District 4 reflects the hopes and dreams of its residents. Achieving these priorities may seem arduous, but by enhancing the partnership between constituents and City Hall, building effective communication coupled with true transparency, we can continue transforming the district into something extraordinary.

Who is Chida Warren-Darby?
Often called “a daughter of the community,” Chida was raised in Southeastern San Diego shortly after her family arrived from Washington D.C. in 1983. Her family purchased the San Diego Voice & Viewpoint Newspaper in 1987, the city’s oldest and largest Black newspaper. While watching her family build one of the most notable publications in the city, she developed a love for entrepreneurship and writing.
Chida attended Oak Park Elementary where she developed a love for the arts. Learning to play the piano and violin ushered her into a pipeline opportunity to attend the San Diego School of Creative and Performing Arts. There she continued in piano and violin, studied theatre dance, photography, painting and acting. After high school, Chida attended the University of San Diego where she obtained a bachelor’s degree in communication studies.
In between her stints in college, Chida became Co-Publisher and Managing Editor of The San Diego Voice & Viewpoint Newspaper. For almost a decade in this capacity, out of the country’s nearly 200 Black newspapers, she was the youngest African American newspaper publisher.
While running the newspaper, Chida created a non-profit organization instructing school-aged girls on their image, communication skills, educational development, and life lessons. She and her team reached families by bringing awareness to the issue of sex trafficking in the community, drawing crowds of up to 400 at sessions.
Additionally, Chida served as the Executive Director of San Diego’s first Black Chamber of Commerce, creating forums for addressing economic issues affecting San Diego’s Black business community. A domestic abuse survivor, Chida advocates for victims of domestic abuse, lending her voice and counsel to women who are surviving the aftermath.
Today, she serves as the Director of Appointments/Boards and Commissions for Mayor Todd Gloria. She is the recipient of numerous awards and proclamations from Mayor Kevin Faulconer, the Secretary of State, the NAACP, the National Council of Negro Women, the San Diego Urban League, and a host of others.
